        Spectrum API 'many' call no longer returns "success":false, "message":"Record(s) not found." when no records are found, as no results should not be considered an error in this case.

        Fixed problem in the Dashboard > Actuals Report which meant items would be missing from the results if the associated service had no Department set in the ratecard.
